Policy Statement
Royal Open University welcomes applications from qualified individuals of all nations, cultures, faiths, and backgrounds who desire knowledge, professional growth, and service to society. As an open and inclusive institution, the University is committed to expanding access to higher education through flexible, accessible, and lifelong learning opportunities.
Admission to Royal Open University is based on merit, potential, and readiness to pursue academic study. The University recognizes formal qualifications, professional experience, and prior learning as valid pathways into higher education. Applicants are therefore considered through multiple entry routes, including secondary school completion, bridging programs, mature-age entry, professional qualifications, and recognized prior learning.
Royal Open University offers Certificate programmes as foundational and skills-oriented courses intended to provide basic professional competence, academic preparation, and access to further higher education. The Certificate serves as an entry-level post-secondary qualification and a pathway to Diploma studies.
1. Direct Entry (Primary Leaving Examination – PLE)
An applicant shall be eligible for admission if he or she possesses:
- The Uganda Primary Leaving Examination (PLE) certificate or its equivalent; and
- Demonstrated basic literacy and numeracy skills.
Applicants admitted through this route may be required to undertake a Foundation/Bridging Module in communication and numeracy during the first semester.
2. Uganda Certificate of Education (UCE)
Applicants who hold the Uganda Certificate of Education (UCE) are eligible for admission with:
- At least three (3) passes obtained at the same or different sittings;
- A minimum of a pass in English Language is recommended.
3. Junior Secondary or Equivalent Qualifications
Applicants with recognized equivalent qualifications from other national or regional education systems may be admitted upon evaluation and equivalency determination by the University.
4. Mature Age Entry
Applicants who do not possess formal academic qualifications may be admitted under the Mature Age scheme if they:
- Are 18 years of age or above; and
- Demonstrate reading, writing, and basic comprehension ability through a University assessment test and/or interview.
5. Recognition of Prior Learning (RPL)
Royal Open University recognizes experiential and community learning. Admission may be granted to applicants who can demonstrate:
- Work experience, apprenticeship, vocational training,
- Community leadership, craft skills, or professional exposure,
subject to assessment of competency and readiness for study.
6. Additional Requirements
Applicants must submit:
- A completed application form;
- Copies of academic documents (where available);
- A copy of national identification or guardian identification (for minors);
- Two passport-size photographs;
- Payment of the prescribed application fee.
Some specialisations (e.g., Health, ICT, or Technical programmes) may require basic subject competencies or a simple aptitude interview.
7. Language of Instruction
The language of instruction at Royal Open University is English. Applicants may be required to take a basic communication skills module if their prior education was not conducted in English.
8. Progression
Upon successful completion, graduates of a Certificate programme may progress to a Diploma programme in a related discipline at Royal Open University, subject to meeting progression requirements.

Royal Open University admits students into Diploma programmes in accordance with the general higher-education admission framework commonly recognized in Uganda. The Diploma qualification is designed as a post-secondary professional and academic programme intended to prepare learners for employment, further study, and practical competence within a chosen field.
- Direct Entry (Uganda Certificate of Education – UCE)
An applicant shall be eligible for admission to a Diploma programme if he or she possesses:
- The Uganda Certificate of Education (UCE) or its equivalent; and
- At least five (5) passes obtained at the same sitting;
- A minimum of a Pass (Grade 7 or better) in English Language.
Note: Certain programmes (e.g., Health Sciences, Computing, Engineering, or Business) may additionally require a pass in relevant subjects such as Mathematics, Biology, Physics, or Commerce.
- Uganda Advanced Certificate of Education (UACE) Holders
Applicants who have completed the Uganda Advanced Certificate of Education (UACE) but do not meet degree entry requirements may be admitted to a Diploma programme if they possess:
- At least one (1) principal pass and two (2) subsidiary passes at A-Level; or
- Two subsidiary passes plus a strong UCE background.
- Certificate Holders (Relevant Field)
Applicants may be admitted if they possess:
- A recognized Certificate from an accredited institution in a related discipline; and
- Evidence of satisfactory performance in the certificate programme.
- Mature Age Entry
Applicants who do not possess formal academic qualifications may be admitted under the Mature Age Scheme if they:
- Are 25 years of age or above at the time of application; and
- Pass the University’s Mature Age Entry Assessment Test and/or interview designed to determine readiness for diploma-level study.
- Recognition of Prior Learning (RPL)
Royal Open University recognizes experiential learning. Applicants with:
- Relevant professional training,
- Work experience, apprenticeship, or community leadership experience,
may be considered for admission after evaluation of documented evidence and/or competency assessment.
- Additional Requirements
All applicants must:
- Submit a completed application form;
- Provide certified academic transcripts and certificates;
- Present a copy of national identification or passport;
- Provide passport-size photographs;
- Pay the prescribed application fee.
Some programmes (especially Health Sciences, Law, and Education-related fields) may require a medical fitness declaration, background clearance, or interview.
- English Language Proficiency
Since English is the language of instruction, applicants from non-English education systems may be required to demonstrate proficiency through an institutional assessment or recognized equivalent certification.
- Progression
Graduates of a Royal Open University Diploma programme who obtain satisfactory performance may be eligible for advanced standing admission into a Bachelor’s Degree programme in a related field, subject to academic regulations.

Royal Open University offers Bachelor’s Degree programmes as comprehensive undergraduate qualifications intended to develop professional competence, intellectual growth, research ability, leadership, and service to society. Admission is guided by commonly recognized higher-education entry frameworks in Uganda while upholding the University’s commitment to widening access to learning.
- Direct Entry (Uganda Advanced Certificate of Education – UACE)
An applicant shall be eligible for admission to a Bachelor’s Degree programme if he or she possesses:
- The Uganda Advanced Certificate of Education (UACE) or its equivalent; and
- At least two (2) Principal Passes obtained at the same sitting; and
- A minimum of five (5) passes at UCE including a pass in English Language.
Note: Some programmes may require specific subjects at A-Level (e.g., Biology for Health Sciences, Mathematics or Physics for Engineering and Computing, Economics for Business-related programmes).
- Diploma Holders (Relevant Field)
Applicants may be admitted to a Bachelor’s Degree programme if they possess:
- A recognized Diploma from an accredited institution in a related discipline; and
- Evidence of satisfactory academic performance.
Such applicants may be considered for advanced standing/credit transfer in accordance with University regulations.
- Higher Education Certificate (HEC) / Foundation Programme
Applicants who do not meet direct A-Level entry requirements may be admitted if they possess:
- A recognized Higher Education Certificate (HEC) or University Foundation Programme; and
- Successful completion of required subject combinations relevant to the intended degree programme.
- Mature Age Entry
Applicants who do not hold formal A-Level qualifications may be admitted through the Mature Age Entry Scheme if they:
- Are 25 years of age or above at the time of application; and
- Pass the National Mature Age Entry Examination or the University’s approved assessment and interview process demonstrating readiness for degree-level study.
- Recognition of Prior Learning (RPL)
Applicants with significant professional experience, vocational training, or recognized industry certifications may be considered for admission after:
- Submission of documented evidence; and
- Assessment and/or interview to determine preparedness for undergraduate study.
- Additional Admission Requirements
All applicants must:
- Submit a completed application form;
- Provide certified copies of academic certificates and transcripts;
- Present a copy of National ID or passport;
- Provide passport-size photographs;
- Pay the prescribed application fee.
Certain professional programmes (e.g., Health Sciences, Law, Engineering, or Education) may require interviews, entrance assessments, medical fitness declaration, or background clearance as determined by the relevant School.
- English Language Proficiency
English is the language of instruction at Royal Open University. Applicants whose previous education was not conducted in English may be required to complete a Communication Skills or Academic Writing module prior to or during the first year of study.
- Progression and Duration
- A Bachelor’s Degree programme normally lasts three (3) to four (4) academic years, depending on the discipline.
- Students who successfully complete the programme shall be eligible for admission to Postgraduate Diploma, Master’s Degree, or professional training programmes subject to academic regulations.

Royal Open University offers Master’s Degree programmes as advanced postgraduate qualifications intended to deepen professional competence, develop research capacity, and prepare graduates for leadership, innovation, and doctoral study. Admission follows commonly recognized postgraduate entry standards within the Ugandan higher-education framework.
- Direct Entry (Bachelor’s Degree Holders)
An applicant shall be eligible for admission to a Master’s Degree programme if he or she possesses:
- A recognized Bachelor’s Degree from an accredited university or institution of higher learning; and
- A minimum classification of Second Class (Lower Division) or its equivalent.
Applicants with degrees in a related field of study will normally be admitted directly. The University may require evidence of prerequisite knowledge where necessary.
- Applicants with Pass Degrees or Unrelated Degrees
Applicants who hold:
- A Pass Degree, Third Class Degree, or a degree in an unrelated discipline
may be considered for admission upon successful completion of:
- A Postgraduate Diploma, Qualifying/Bridging Programme, or prescribed remedial courses relevant to the intended field of study.
- Postgraduate Diploma Holders
Applicants who possess a:
- Relevant Postgraduate Diploma from a recognized institution
may be admitted into the Master’s programme, provided they demonstrate satisfactory academic performance.
- Mature and Professional Entry (Experience-Based Admission)
Applicants may be considered under special entry if they:
- Possess a recognized Bachelor’s Degree; and
- Have substantial professional or managerial experience (normally not less than two years) in a related field.
Such applicants may be required to attend an interview and/or submit a portfolio of professional work.
- Recognition of Prior Learning (RPL)
Royal Open University recognizes prior professional learning and industry certification. Applicants with significant professional training, publications, leadership roles, or specialized certifications may be evaluated for admission subject to assessment and approval by the School and Graduate Studies Committee.
- Additional Requirements
All applicants must submit:
- A completed application form;
- Certified copies of academic certificates and transcripts;
- A curriculum vitae (CV);
- A brief statement of purpose or study motivation;
- A copy of National ID or passport;
- Passport-size photographs;
- Payment of the prescribed application fee.
Certain programmes may additionally require:
- Letters of recommendation;
- An entrance test or interview;
- Evidence of professional registration (for regulated professions such as health or education).
- English Language Proficiency
Since English is the medium of instruction, applicants whose previous education was not conducted in English may be required to undertake an Academic Writing and Research Communication module or demonstrate equivalent proficiency.
- Programme Duration and Progression
- A Master’s Degree programme normally lasts one and a half (1½) to two (2) academic years depending on the discipline and mode of study.
- Programmes may be offered by coursework and dissertation, coursework and project, or research thesis.
- Graduates may proceed to Doctoral (PhD) studies subject to academic regulations.

Royal Open University offers Doctoral programmes as the highest level of academic qualification, intended to prepare scholars, researchers, innovators, and thought leaders capable of producing original knowledge and contributing to national and global development. Admission is guided by generally recognized doctoral standards within the Ugandan higher-education framework and the University’s Graduate Studies Regulations.
- Direct Entry (Master’s Degree Holders)
An applicant shall be eligible for admission to a Doctoral (PhD) programme if he or she possesses:
- A recognized Master’s Degree in a relevant discipline from an accredited university or institution of higher learning; and
- Evidence of adequate academic preparation and research capability.
Preference is given to applicants whose Master’s Degree included a research dissertation or thesis component.
- Applicants with Coursework-Only Master’s Degrees
Applicants holding a Master’s Degree obtained primarily by coursework may be admitted provided they:
- Demonstrate research readiness; and
- Successfully complete a Doctoral Qualifying/Pre-PhD course, research methods module, or assessment interview as determined by the School or Graduate Studies Committee.
- Exceptional Applicants
In exceptional cases, an applicant with:
- A First Class or Upper Second Class Bachelor’s Degree and
- Demonstrated scholarly publications or significant professional research experience
may be considered for admission through a Master’s-to-PhD upgrade or fast-track route, subject to rigorous assessment and approval by the University Senate.
- Research Proposal Requirement
All applicants must submit a preliminary doctoral research proposal outlining:
- Proposed research topic
- Background and problem statement
- Objectives and research questions
- Methodology
- Expected academic or societal contribution
The proposal shall be evaluated by the relevant School to determine supervision capacity and academic suitability.
- Additional Admission Requirements
Applicants must provide:
- Completed application form;
- Certified copies of academic certificates and transcripts (Bachelor’s and Master’s);
- Curriculum Vitae (CV);
- At least two (2) academic or professional recommendation letters;
- A copy of National ID or passport;
- Passport-size photographs;
- Payment of the prescribed application fee.
Some programmes may also require an oral interview with the prospective supervisors or a Doctoral Admissions Committee.
- English Language Proficiency
English is the language of instruction and thesis writing. Applicants whose previous education was not conducted in English may be required to demonstrate proficiency or complete an approved academic writing module.
- Duration and Structure
- The Doctoral programme normally lasts a minimum of three (3) years and a maximum of five (5) years.
- The programme is primarily research-based and includes proposal defense, supervised research, seminar presentations, and a doctoral thesis.
- Candidates must present periodic progress reports and participate in doctoral colloquia.
- Graduation Requirements
To qualify for the award of the Doctor of Philosophy (PhD), a candidate must:
- Successfully complete approved doctoral research;
- Submit a written thesis demonstrating original contribution to knowledge;
- Pass an external examination and oral defense (viva voce);
- Complete required revisions to the satisfaction of examiners and the University Senate.

TUITION AND FEES STATEMENT
Royal Open University maintains a tuition structure designed to promote access to higher education while sustaining academic quality, learning resources, and student support services. The University is committed to providing affordable and flexible education consistent with its philosophy of widening participation and lifelong learning.
- Tuition Policy
Tuition fees are charged per academic semester and vary according to programme level and field of study. The approved tuition schedule is published annually in the University Prospectus and on official University communication platforms.
Tuition covers:
- Instruction and academic facilitation
- Access to the Learning Management System (LMS) and digital learning materials
- Academic advising and supervision
- Online library and research support services
- Continuous assessment and internal examinations
Tuition does not normally include specialized costs such as laboratory consumables, clinical practice, workshops, field attachments, internships, professional licensing, or external examination charges where applicable.
- Payment of Fees
All students are required to pay the prescribed tuition and statutory charges at the beginning of each semester. The University may permit payment in approved installments according to the following guidelines:
- A minimum of 60% of tuition must be paid before registration and course access is activated.
- The balance must be cleared within the time period specified in the academic calendar.
Students who fail to meet payment obligations may have restricted access to classes, assessments, results, or academic records until the account is regularized.
- Statutory and Administrative Fees
In addition to tuition, students are required to pay mandatory charges including:
- Application fee
- Registration fee
- Student identification card fee
- Graduation fee
- National Council for Higher Education (NCHE) Quality Assurance fee
- Research supervision and examination fees (for postgraduate programmes)
International students from outside the East African Community are required to pay an additional administrative fee to support immigration compliance, international student services, and documentation processing.
- Fee Adjustments
The University reserves the right to review tuition and related fees periodically in response to operational costs, regulatory requirements, inflation, and programme development. Any changes shall be approved by the University Council and communicated before implementation.
- Refund Policy
Refunds may be granted only under approved circumstances, such as withdrawal from the University within the official add/drop period as defined in the academic calendar. Application and registration fees are non-refundable.
Where a refund is approved:
- Administrative charges may be deducted; and
- Refunds will be processed within the University’s financial procedures.
- Financial Responsibility
By registering for courses, a student accepts financial responsibility for all tuition and fees associated with the programme of study. Academic transcripts, certificates, and graduation clearance will only be issued upon full settlement of all outstanding financial obligations.

Students from East African Community (EAC) countries pay the same tuition as Ugandan nationals.
Health Sciences, Engineering, and Law programmes may require additional clinical, laboratory, practicum, or workshop fees.

The Registrar’s Department will review the documents you submitted.
Once verified, a Temporary Admission Form will be sent to your registered email address.
Using the details provided on the Temporary Admission Form, proceed to make payment at the bank using the information below.

Afripay Payment Procedure
For Local and International Students
Royal Open University uses Afripay to facilitate secure and convenient online payments for both local and international transactions.
A. Opening a Personal Afripay Account
Visit the Afripay platform (web or mobile app).
Click on Sign Up / Create Account.
Register using your:
Full name (as it appears on official documents)
Email address
Mobile phone number
Create a secure password and verify your account using the OTP/code sent to your email or phone.
Complete any required identity verification as prompted on the platform.
Once verification is successful, your personal Afripay account will be activated.
B. Making a Payment to Royal Open University via Afripay
Log in to your Afripay account.
Select Make Payment or Send Money.
Choose the appropriate payment option (institution, merchant, or bank transfer as guided on Afripay).
Enter the payment details provided by Royal Open University (as indicated on your Temporary Admission Form).
Enter the amount to be paid and confirm the transaction.

C. After Payment
