TUITION AND FEES STATEMENT
Royal Open University maintains a tuition structure designed to promote access to higher education while sustaining academic quality, learning resources, and student support services. The University is committed to providing affordable and flexible education consistent with its philosophy of widening participation and lifelong learning.
- Tuition Policy
Tuition fees are charged per academic semester and vary according to programme level and field of study. The approved tuition schedule is published annually in the University Prospectus and on official University communication platforms.
Tuition covers:
- Instruction and academic facilitation
- Access to the Learning Management System (LMS) and digital learning materials
- Academic advising and supervision
- Online library and research support services
- Continuous assessment and internal examinations
Tuition does not normally include specialized costs such as laboratory consumables, clinical practice, workshops, field attachments, internships, professional licensing, or external examination charges where applicable.
- Payment of Fees
All students are required to pay the prescribed tuition and statutory charges at the beginning of each semester. The University may permit payment in approved installments according to the following guidelines:
- A minimum of 60% of tuition must be paid before registration and course access is activated.
- The balance must be cleared within the time period specified in the academic calendar.
Students who fail to meet payment obligations may have restricted access to classes, assessments, results, or academic records until the account is regularized.
- Statutory and Administrative Fees
In addition to tuition, students are required to pay mandatory charges including:
- Application fee
- Registration fee
- Student identification card fee
- Graduation fee
- National Council for Higher Education (NCHE) Quality Assurance fee
- Research supervision and examination fees (for postgraduate programmes)
International students from outside the East African Community are required to pay an additional administrative fee to support immigration compliance, international student services, and documentation processing.
- Fee Adjustments
The University reserves the right to review tuition and related fees periodically in response to operational costs, regulatory requirements, inflation, and programme development. Any changes shall be approved by the University Council and communicated before implementation.
- Refund Policy
Refunds may be granted only under approved circumstances, such as withdrawal from the University within the official add/drop period as defined in the academic calendar. Application and registration fees are non-refundable.
Where a refund is approved:
- Administrative charges may be deducted; and
- Refunds will be processed within the University’s financial procedures.
- Financial Responsibility
By registering for courses, a student accepts financial responsibility for all tuition and fees associated with the programme of study. Academic transcripts, certificates, and graduation clearance will only be issued upon full settlement of all outstanding financial obligations.

Important Notes
Tuition is charged per semester (two semesters per academic year).
The USD values are approximate for guidance only and payments are normally made in Ugandan Shillings unless otherwise authorized by the University.
Students from East African Community (EAC) countries pay the same tuition as Ugandan nationals.
Health Sciences, Engineering, and Law programmes may require additional clinical, laboratory, practicum, or workshop fees.
Postgraduate research programmes may include staged supervision and external examination fees.
Flexible installment payment plans may be approved by the University Finance Office.

Payment Procedure
Complete your application on the Sky Campus platform. A tracking number will be generated automatically.
The Registrar’s Department will review the documents you submitted.
Once verified, a Temporary Admission Form will be sent to your registered email address.
Using the details provided on the Temporary Admission Form, proceed to make payment at the bank using the information below.

Afripay Payment Procedure
For Local and International Students
Royal Open University uses Afripay to facilitate secure and convenient online payments for both local and international transactions.
A. Opening a Personal Afripay Account
Visit the Afripay platform (web or mobile app).
Click on Sign Up / Create Account.
Register using your:
Full name (as it appears on official documents)
Email address
Mobile phone number
Create a secure password and verify your account using the OTP/code sent to your email or phone.
Complete any required identity verification as prompted on the platform.
Once verification is successful, your personal Afripay account will be activated.
B. Making a Payment to Royal Open University via Afripay
Log in to your Afripay account.
Select Make Payment or Send Money.
Choose the appropriate payment option (institution, merchant, or bank transfer as guided on Afripay).
Enter the payment details provided by Royal Open University (as indicated on your Temporary Admission Form).
Enter the amount to be paid and confirm the transaction.
Complete the payment using your preferred funding method (mobile money, bank card, or international payment option).
Save or download the payment confirmation/receipt.
C. After Payment
Upload or email the Afripay payment receipt to the University as instructed.
The Admissions Office will confirm payment and proceed with final admission and registration.
Afripay supports both local and international currencies, making it a convenient option for students outside Uganda.
